Subject Notices of Work to Rule etc in the Health Sector.
25th February 2010
Ladies and. Gentlemen
I’m writing to you directly, as influential Trade Union Leaders to ask you to instruct your members to observe rules and regulations of employment enterprises regarding the posting of notices about work to rule, protests, and non-cooperation during these difficult times for all employees regardless of sector.
It has come to our notice that such postings in unapproved areas clearly illustrate that these protests though apparently benign ultimately do have an impact on patient care and the future quality of service.
As an example let me recall a case the Irish Patients’ Association dealt with during a previous protest. Following the death of a patient the family noted that the staff were more interested and focused on putting up notices for a lunch time protest rather than listening to their calls for urgent attention as their family members’ health chronically deteriorated. Regardless of how benign the act – Patients do suffer eventually if the services that are being disrupted are indeed required, to deliver care regardless of how far removed they are from the patient. Parodying the butterfly effect, the Protest Effect does and will cause chaos for individual patients.
I share your genuine and deep concerns regarding the current position, and future fears of your constituents regarding their economic employment conditions and the impact on their and their family’s lives. We must all work together to find an appropriate balanced solution to these challenges where patients are not used as pawns by any party.
Regards
Stephen A.
