<p>Ray and Angela Hennessy settled a High Court action yesterday against their daughter's GP for &euro;125,000. Dr Hassan al Bayyari was Julie Hennessy's doctor before her death on March 22, 2007.</p>

The<br />government is ultimately accountable for the safety of the patients<br />that will be affected by these proposed charges if they are<br />implemented, and Minister Howlin &nbsp;must immediately publish the<br />&ldquo;Patient Impact Statements&rdquo; &nbsp;for these budgetary proposals.<br /><br />In the IMF briefing paper on Health Care last Sep 2010 among their<br />suggestions were 1) Increased patient cost sharing and 2) &nbsp;Reduce the<br />generosity of publically funded benefits packages. <p><strong><span style="color: #444444;">Doctor found guilty of poor professional performance following an inquiry by the Medical Council's Fitness to Practice committee.</span></strong><strong></strong></p>
<p>Chairman of the Irish Patients Association Mr. Stephen McMahon said this evening that &ldquo;supply of medical manpower especially non consultant doctors is critical to continue running our hospital system Many of these doctors come from outside the E.U. with different education and training standards that are&nbsp;comparable.</p>
<p>However in light of today&rsquo;s medical council fitness &nbsp;to practice committees &nbsp;findings the certification process failed in this instance. In the Interests of patient and pubic safety &nbsp;he called on the Medical Council of Ireland to conduct a full &nbsp;investigation into how this &nbsp;doctor was appointed as a Senior House Officer at Letterkenny General &nbsp;last year?&nbsp;</p>
<p>How was this doctor certified as having met the appropriate educational and training standards to be on the medical register for the level of employment. &nbsp;Are there opportunities to strengthen the recruitment and appointment processes?"</p>
<p><span style="color: black;">In parallel to this, the IPA will seek assurances from the Health Service Executive that it&nbsp;&nbsp;has conducted a step back review of all the patients that this Doctor reportedly from Romania took care of, possibly for a few weeks before a medical supervisor raised concerns about the doctors competitencies.</span></p>

<p><strong>The Irish Patients Association is deeply concerned about the report quoted today on RTE about the level of overspends at our hospitals particularly the projected cash flow situations of some of these hospitals.</strong></p>
<p><strong>Speaking this morning Chairman Stephen McMahon said that</strong></p>
<p><strong>&ldquo; what is now facing the Health Care system&nbsp;&nbsp;makes former Minister Harney&rsquo;s&nbsp;&nbsp;declaration of a &nbsp; &nbsp; &nbsp; &nbsp;state of emergency in our&nbsp;</strong><strong>&nbsp;A &amp; Es look more like a tea party to what faces us in the coming months.</strong></p>
<p><strong></strong><strong>The stark reality is, if a Hospital runs out of cash it cannot pay staff, pay suppliers and of crucial importance will &nbsp;cease treating </strong><strong>patients.&rdquo;</strong></p>
<p><strong><span><span><strong><span style="font-family: 'Trebuchet MS';">What is needed now is that there is a consistent principle across all Hospitals that &ldquo;Patient Impact statements are conducted by all crises budget management teams who are considering budgetary options. To&nbsp;minimize&nbsp;effects on any patients&rdquo;</span></strong></span></span></strong></p>
<p><strong>Where fiscal probity by hospital management is evident the government should in parallel examine the possibility of rescheduling payouts to public private partnerships if revenues are ahead of schedule for example a recent Irish Times report June 13<sup>th</sup>&nbsp;2011 reported that &ldquo;Dublin&rsquo;s M50 is no longer a public-private partnership and is wholly owned by the State. While traffic volumes on the M50 are rising significantly, the NRA is using this revenue to pay off &euro;600 million to the WestLink Bridge&rsquo;s former owners, National Toll Roads, and for the &euro;1 billion M50 widening&nbsp;&nbsp;Scheme. Such savings from a reschedule could possibly be applied to the Acute Hospital System&rdquo;</strong></p>
